VILLAGE OF ESSEX JUNCTION CRESCENT CONNECTOR PROJECT - ESSEX JUNCTION, VT

DLHCE prepared the 3D conceptual models and is currently serving as the Local Project Manager for this LTF funded Circumferential Highway alternative project, which will provide a bypass to Five Corners in Essex Junction. The project consists of a new segment of roadway that will extend along the east side of the Burlington Spur rail line between VT 2A and VT 117, and then continue between Maple Street and VT 15 along the existing alignment of Railroad Street. The Crescent Connector will provide important benefits to traffic circulation in the area including the reduction of traffic volumes at the Five Corners Intersection and the reduction of traffic interruption due to train crossings.

TOWN OF MILTON ROUTE 7 SIDEWALK GAP PROJECT - MILTON, VT

Our firm is currently serving as the Municipal Project Manager for the Town of Milton Route 7 Sidewalk Gap Project. Through a cooperative agreement between the Town of Milton and the Vermont Agency of Transportation, our firm is managing the project while the VTrans MAB provides funding and reviews project material.

The goal of this project is to construct approximately 3,800 linear feet of sidewalk with associated drainage, curb, landscaping, lighting, and crosswalk features to fill in four gaps that exist on the northern side of Route 7 between Nancy Drive and Haydenberry Drive. Municipal project management services for this project have included drafting Request for Qualifications to procure design engineer services and landscape architect services, attending public interest meeting presentations and Town Select Board hearing presentations, managing the project’s finances, and ensuring that the project is developed according to the federal funding requirements, MAB Guidebook, and Town Public Works Specifications.

VERMONT LAND TRUST - NEWPORT BLUFFSIDE TRAIL PROJECT - NEWPORT, VT

The Scott Farm is located on Newport’s Indian Point and is surrounded by Lake Memphremagog on two sides. The farm was owned and operated by the Scott family from 1906 and 2015. The farmland area is rich in historical significance for both Native American and European American settlers and travels. The Vermont Land Trust purchased the Bluffside Farm and raised funds to build a shared use path through the farm that will connect a shared use path network from downtown Newport to the Beebe Spur rail trail that ties into Canadian trail networks at the Canadian border. The Vermont Land Trust held a number of public meetings and farm tours to gain understanding of the priorities envisioned by the community for this piece of Vermont. Upon the culmination of the public interest process, the Vermont Land Trust is now proposing to connect the downtown section of the City of Newport to the Beebe Spur rail trail by constructing approximately 4,000 linear feet of shared use path from Prouty Beach to Bluff Road which includes a new elevated boardwalk through Scott’s Cove. Our firm was selected on a qualifications basis to provide project management services for the project. Our firm is currently working with the City of Newport and the Vermont Land Trust to Connect the Prouty Beach Trail system to the proposed multi-use path proposed by the Vermont Land Trust. Our firm will guide the project through design, permitting, and construction phases of the project.

PEARL STREET COMPLETE STREETS - ESSEX JUNCTION, VT

DLHCE participated in planning and design efforts as part of the Complete Streets initiative to better accommodate all road users along the existing Pearl Street (VT Route 15) corridor in Essex Junction between the intersection at West Street Extension and the Champlain Valley Exposition. This "road diet" project reduced the number of vehicle travel lanes from four (two in each direction) to three (one lane in each direction with a center two-way left turn) and added designated bike lanes in each direction within the existing roadway width. The Complete Streets modifications reduced the posted speed limit to slow traffic and create a more pedestrian- and bicycle-friendly environment. Also included were modifications to the existing eastbound approach to the signalized intersection at West Street Extension to channel through traffic and right turning vehicles in advance of the revised roadway configuration.

MAIN STREET REDEVELOPMENT VILLAGE OF ESSEX JUNCTION - ESSEX JUNCTION, VT

DLHCE performed a scoping study, provided municipal project management services, conceptual plans, final plans, and resident engineering for this roadway and sidewalk improvement project in the Village of Essex Junction. The project involved the installation of new sidewalk, curbs, and historic style lighting fixtures along Main Street (Route 15) between Railroad Avenue and the Five Corners Intersection. Continuous coordination with the area’s businesses was maintained and traffic control measures were implemented throughout the project.

PEARL STREET IMPROVEMENTS STP 5300(11) - ESSEX JUNCTION, VT

DLHCE served as the Municipal Project Manager, performed the scoping study, and prepared conceptual plans, preliminary plans, cross section plans, and 3D models of proposed streetscape improvements for a portion of Pearl Street that includes the CVE frontage. These models became the basis for the design of comprehensive streetscape improvements along this portion of Route 15. We also provided Resident Engineering services for this project which included new curbing, sidewalks, lighting, fencing, and new entrance building for the CVE pedestrian gate, new signage, reconstruction of the CVE main vehicle entrance, landscaping, and pavement overlay and striping. This $1.8M project was designed, permitted, and constructed in 1 YEAR through the VTrans LTF program.
